Anyone out there know of a weather/precipitation resource to monitor rainfall and snowfall amounts throughout sections of the AT during the winter?

Southeast radar derived rainfall:

Daily reports from GSMNP:

I can't help with anything farther north.

Have a look at www.raysweather.com. I find their forecasts as to temps, wind speeds, and snowfall locations and accumulations in northwest NC to be excellent.

yep - this is the best one if you have internet service - - the tiniest am radio or NOAA radio is sometimes nice - - I have a 3 ounce one but usually skip it and look up in the sky:
