I keep seeing these.
They are to hang your food bag and even other stuff on mice don't chew your food bag and other stuff. Often you'll see them with a tin can lid with the line going through a hole in the middle of the lid so they can't climb the string as well.
Its a way for people to avoid packing out their trash. They bring their canned goods to the shelter and hang the can up on a string when they're done so they don't have to carry it with them when they leave.
