I have nothing but great things to say about Mountain Hardwear super light plasmic. Works great as a wind stop/ rain jacket. Breathes well enough so that you will dry out wearing. Super light and doesn't feel clammy. You can find it for 20% off and it makes it about 160. A little cheaper than the REI jacket and half the weight.

You've had two good recommendations above:
The Packa and the Marmot Precip.

The Marmot covers your stated needs well. "...a windjacket/rain jacket that i can multi use and layer with."

The Packa is nice also, but it's strong point is that it serves as a rain jacket and a pack cover while hiking (so long as your pack is small enough). In that sense, it is 'multi-use' but as a windbreaker around camp I'd rather have the Marmot.

If money is no object and you want long-term, hard use, abrasion resistant armor that is storm-proof, life-saving protection,......Arcteryx!
A little heavier than others, and hideously expensive,.....but worth it.

I have (and use) all three.
For the money, you can't beat the Marmot.
