From the way the article reads, it sounds like the guy was attacked by a biblical horde of ticks... appropriate for Kansas I suppose. That said, it reinforces the need for long pants and sleeves (treated or untreated fabrics) in brush areas like most of the AT, along with secondary defense of DEET or other topical repellent to thwart what gets under the fabric.
