Try a women's-specific coat. Ladies tent to get cold around the hips and butt so many jackets are made longer in the back.

I like using the Body Wrappers ripstop pants also. So far they have done great against the wind, sleet, and about a 1/2 cup of ice tea I spilt in my lap. I also like my softshell pants like the Marmot Limantour and Pillar.

"A longer coat is the traditional solution to this, and a good one, I might add".
    Works for me.
In my case it is just a jacket with a good sized tail.

I like cycling jackets for bicyclists, either the wind jacket or rain jacket, because they extend over the butt.

My Icebreaker Ellipse Jacket extends over the butt.

My Mountain Hardwear Ghost Whisperer Wind Shirt extends over the butt.

Many years ago, I wore wool trousers with a double-layer in the butt sold to mountainclimbers we referred to as tin-pants. I think Filson may still sell these trousers.

Shove two pieces of fleece into the back of your underpants. Maybe a third frontal piece if you wanna show off
