Default Anyone starting a sobo in early August?

I know most have already left by July but I'm wondering if there are really only 10 or so people starting the first week of August like the registration chart says?

The chart updates as people register. Not many left to register.

The charts also only show people that register - I'm sure there are many that don't bother with making things "official"

Exactly. I read that only around 60% actually register.
