Probably works great, much like those down throw blankets from Costco
A few years ago, I bought a 32 degree down mummy bag at Walmart for $80.
I don't think it would be wise or safe to use it at 32 degrees, but at 1 lb 12 oz it's an acceptable, inexpensive, summer bag that has kept me comfortable in the upper 40's or lower 50's...and it stuffs down to about the size of a football.

The op may have expected us to look it up ourselves, or his link failed? But I don't know about any backpacking quilts from Walmart.
I remember seeing the down bag a few years back. Kind of wish I had picked one up at the time since it turns out to be a short term item. The current bag is synthetic fill and 2+ pounds for 40*. It's compact though. I would think it would be okay south of NE from June through August. This might be what the OP is referring too. I haven't noticed any down products in my local store for a while now, but some of these items are regional.
