Judging from the picture it may have to do with haze or clouds. However, I have heard stories of "shadow people. but I think these things are more of a myth. I'll believe all of this when when I get kidnapped or one of them talks to me. That will NEVER happen.
The illusion is also known as one's "Glory" I've seen it once when on a ridgetop near sunset, with clear skies to the west, and a bowl of clouds to the east, right up to the ridge. With the sun to my back, my shadow was cast on the cloud tops to the east, with a halo of refracted light all around it, just like the picture. Very cool phenomenon.
