Massie Gap has always been safe for me fwiw but I'm not a local.
Lone Wolf will probably chime in but I don't know of any other way than US Hwy 58 from Damascus up to Grayson and then use the overnight backpacking parking area within the park itself.
Maybe they want to hike from Roan Mtn. along the NC/TN border...to Grayson Highlands....how many days would that take? And no, I wouldn't park off of 19E if you're going to Roan.....

Roan Highlands and Grayson Highlands completely different states.
If you want Roan Mountain, take US 19 then 19E to Elk Park NC then into TN. Or take I-26 to Johnson City then US321 then US 19E to Roan Mtn.
I would be cautionary to park at Carvers Gap. And would not advise to park at 19E.
If you want Graysons, you want to take I 26 toward Kingsport TN. Then north on I-81. You can turn East on US 58 and go through Damsacus all the way to Graysons. Or continue north on I-81 to exit 35 at Chilhowie, and take VA762 to VA600 to Whitetop VA then east to Graysons.

(for Roan Mtn) I've parked at Carver's Gap a few times and didn't have any trouble....some people I was with also left a car there for two nights w/o trouble and they drive much nicer cars than me.....
The park hosts a number of outdoor activities including fishing/boating, hiking, camping, mountainbiking, horseback riding, and backpacking. A 2.8 mile (4.5 km) portion of the Appalachian Trail runs through the park in addition to a number of other hiking and horseback riding trails.
I used to go from Boone all the time: 421 east to 221 up to West Jefferson. Hiway 16 up to Independence, turn left on 58. Grayson entrance on right. Parking at the $2 a night overnight lot is probably a good place to leave your car.
